Water Sector Programming for Central America

Central America has been one of the key regions for interventions of the Austrian Development Agency (ADA). In the context of a general re-programming process, HYDROPHIL was responsible for reviewing the water supply and sanitation sub-sector programme. Based upon a review of the status and achievements of existing urban projects in Guatemala and Nicaragua, the new programme should become part of a consistent sector intervention with improved donor coordination. This involved full integration into national and regional sector policies, well-defined interfaces with other sub-sectoral programmes and improved project-cycle management. The project objectives were to build efficient and sustainable operational structures in urban water supply and to promote innovative and appropriate technologies in urban sanitation. HYDROPHIL carried out the following activities:
- Thematic and sectoral evaluations (literature review and field studies)
- Interviews with local authorities, partners and ADA staff
- Evaluation of several water supply and sanitation projects
- Preparation of information for strategic decisions about ADA’s future engagement in the sector
