The purpose of Nusa Tenggara Barat Water Resource Management Project was to establish an efficient and sustainable water resources management system, inclusive of irrigation, through improved governance and transparency, stakeholder’s empowerment and devolution of powers to stakeholders. The overall results to be achieved were an improved system of basin wide water resources management, increased water use efficiency, increased farmers’ welfare and incomes as well as the safeguarding, over the longer term, of the irrigation infrastructure. A final evaluation was conducted to (i) assess project achievements, document lessons and provide recommendations for future cooperation in the water sector in Indonesia and (ii) provide a critical assessment of the project and draw lessons and provide recommendations, based on the project assessment. Services comprised:

  • Discussions with representatives from the different institutions and stakeholders involved in the project management
  • Interviews and surveys with outsiders (beneficiaries and other affected groups beyond beneficiaries) and insiders (project and implementation and management units, World Bank, etc.)
  • Identifying attribution / contribution of problems where relevant and carrying out its analyses accordingly
  • Elaboration of conclusions and recommendations
