Evaluation of the Finnish Development Cooperation in the Water Sector

Assistance to the water sector has always occupied a central position in the FDC throughout its history. The project consisted in a comprehensive evaluation of the FDC’s water sector over two decades using OECD/DAC and EU evaluation criteria. The evaluation placed specific emphasis on experiences and lessons learned from regional, national and local cooperation from the perspective of sustainable use of natural resources and adaptation to climate change. The services comprised specifically:

  • In-depth study of available documentation and supporting interviews at FDC HQ
  • Analysis of global water sector challenges
  • Analysis of the main features of lessons learned from past cooperation
  • Professional views and recommendations on future targeting and modalities of Finnish aid in view of changed policies and global best practices
