Technical Support for the Austrian Development Cooperation in the Water and Sanitation Sector: Scoping Mission to Palestine for Future Project Design

The main objective of HYDROPHIL’s work was to suggest intervention areas and support modalities for Austria´s future support of the Palestinian Water Authority (PWA) based on the results of an institutional assessment conducted in 2021. The assessment focused on PWAs capacity in the areas of planning, monitoring and evaluation, reporting, and coordination.

The new project will turn these results into action to strengthen PWA to fulfill its roles and responsibility in line with the 2014 Water Law. The support builds on a yearlong partnership and will contribute to operationalizing the Humanitarian Development Peace Nexus. The following tasks have been undertaken:

  • In-depth sector analysis and identification of gaps to be addressed in future programming
  • Consultation of donors and government representatives as well as implementors in the sector in the West Bank and in Gaza
  • Facilitation of process to define “cornerstones”, intervention areas with milestones and support modalities of the future support
  • Development of the overall intervention logic and the first draft of a Theory of Change
