The Republic of Tajikistan has been allocated grant funds from the World Bank, administered by the International Development Association (IDA) and executed by the Municipal Infrastructure Development Project Management Unit (MIDPMU) to finance the National Water Supply and Sanitation Program until 2030.
The consultancy services are requested to provide technical assistance to develop a “national vision” for the Water Supply and Sanitation sector of Tajikistan. In addition, the services encompass a trajectory of the sector’s development in achieving targets focused on universal access to safely managed water supply and sanitation services. As well as ensuring sustainability in all aspects – technical, environmental, economic, financial, and social – to create a political consensus around the medium (2021-2030) and indicative long term (beyond 2030) development path. For the following five strategic pillars, the focus shall be put on:
- Pillar 1: Upgrading the institutional framework to establish a coherent legal, institutional, and regulatory framework enabling further development of the Water, Supply, and Sanitation sector and improving the overall sector governance framework
- Pillar 2: Increasing coverage with a safely managed water supply and sanitation services, especially in rural areas through the construction of new and modernization of existing infrastructure
- Pillar 3: Promoting and ensuring efficiency of Water, Supply, and Sanitation services
- Pillar 4: Optimizing financing of the Water, Supply, and Sanitation sector
- Pillar 5: Ensuring coordination and accountability in the sector by adopting a robust and straightforward M&E Framework
