Institutional Expert - Francophone Africa
HYDROPHIL is currently looking for an Institutional Expert for the KfW-financed “Framework Contract for Consulting Services in Fragile Contexts” in the Francophone Africa. KfW launched the internal project “KfW in fragile contexts” with the objective to further improve the quality and effectiveness of its involvement in fragile contexts. The project’s areas of work include among other activities the design of efficient procedures in line with context specific requirements and the development of new instruments.

Description of assignment
This Expert will undertake studies of the envisaged agencies and summarize the findings in comprehensive reports.
General Qualification and skills:
- Higher academic degree (masters or higher) in Public Administration, Management, Public Finance, Economics, International Law or other related field.
- At least 10 years of relevant postgraduate professional experience.
- At least 5 years of experience in the water sector.
- Geographic experience in one (or more) of the following countries: Burkina Faso, Burundi, Cameroon, Central African Republic, Chad, DR Congo, Guinea, Mali, Niger.
- At least five years of proven expertise and experience in conducting due diligence/ partner PEA assessment at an institutional (governmental) level and formulating high level strategic analysis and recommendations for project design and capacity development.
- Fluency in French.
Specific experience:
- Track record in providing consulting work: (1) Qualitative: conducting and recording in-depth interviews, focus groups, developing questionnaires, analysis and formulating recommendations and (2) Quantitative work on Project Executing Agency Analysis of similar nature.
- Prior experience in conducting Project Executing Agency at a national, regional and/or international level related to multilateral organizations, DFI is sought after.
