Project Start: Moldova – Water and Sanitation National Development Plan

HYDROPHIL is proud to announce its engagement in a pivotal consultancy role for the Elaboration of the National Development Plan for the Water Supply and Sanitation Sector in Moldova, the Long-Term Investment Program, and the Financing Strategy. This strategic initiative is part of the Moldova Water Security and Sanitation Project, financed by the World Bank, and aims to improve access to safe water and sanitation, particularly in rural areas.

The official contract signature took place on February 18, 2025, during a kick-off meeting in Chisinau, attended by Mr Vladimir Bolea, Deputy Prime Minister and Minister of Infrastructure and Regional Development, Mr Mihai Croitoru, NORLD Director, and from HYDROPHIL Mr Thomas Waclavicek, Head of Project Implementation, Mrs Theresa Schütz, Project Manager, and Mrs Mihaela Popovici, Project Team Leader.

HYDROPHIL’s expert team will undertake:

  • Development of a Specialized Section “Water and Sanitation” within Moldova’s National Territorial Development Plan.
  • Feasibility study to assess technical and economic scenarios for WSS infrastructure.
  • Long-term investment planning with a 30-year roadmap for sustainable financing.
  • Establishment of regulatory, institutional, and technical frameworks for sector governance.
  • Financing strategy based on the 3T approach (Tariffs, Taxes, and Transfers).

By integrating Moldova’s policies with EU standards and its National Water Supply and Sanitation Strategy 2014–2030, the project will enhance sector efficiency and sustainability.

A multidisciplinary team of experts from HYDROPHIL and SKAT Consulting will lead the assignment, ensuring high-impact policy recommendations and investment prioritization.
