Sanitation assessment and recommendations for urban upgrading in low-income peri-urban settlements in Bishkek and Osh

Many of the residents living in low-income settlements (novostroykas) on the outskirts of Bishkek and Osh lack access to basic infrastructure and municipal services and live in environmental conditions that adversely affect their health and livelihoods. In order to identify priority interventions and formulate appropriate improvement strategies, the study involved an assessment of environmental conditions in relation to the coverage and quality of sanitation infrastructure and services. Based upon an understanding of the existing problems and prevailing socio-economic context, combined with consultation with relevant government agencies, non-governmental organisations and community groups, the study resulted in recommendations for urban upgrading designed to improve basic sanitary conditions and the livelihoods of novostroyka residents. These recommendations were concretised in an intervention strategy based upon the use of appropriate technologies, mobilisation of local resources and cost recovery as key components of a proposed future project to be implemented by the Government of Kyrgyzstan with financial support from the World Bank.
