Design
of a Hydro-Meteorological Network Rehabilitation Programme in the Context of the
"Water Management Improvement Project"
A detailed concept for
the rehabilitation and modernisation of Kyrgyzstan's hydro-meteorological data
collection system was developed as part of the preparation study for the World
Bank-financed Water Management Improvement Project (WMIP). The WMIP aims at creating
the institutional, technical and regulatory conditions for sustainable and efficient
water resources management in Kyrgyzstan by supporting the implementation of the
new Water Code and the introduction of Integrated Water Resources Management.
A reliable hydro-meteorological data collection system is an important requirement
in this context as water allocation decisions, including trans-boundary management,
directly depend on a sound knowledge of resources availability, including dependable
forecasts. The diagnostic part of the study showed that the existing observation
network was in a critical situation and that a comprehensive intervention strategy
was needed. A detailed work plan was prepared including physical station rehabilitation,
renewal of equipment, the introduction of modern communication, telemetry and
data processing systems, development of a hydrological forecasting system, as
well as a comprehensive institutional strengthening and training programme.
