Dam Safety and Water Resources Planning Project - Supervision Mission
The Dam Safety and Water Resources Planning Project consisted of three main components: (1) Improvement of dam safety and operational efficiency; (2) Upgrading and modernising the existing hydro-meteorological information systems; and (3) multi-sectoral water resources planning (technical assistance for developing integrated water resources plans). The assignment relates to Component 2, which comprises: (2.1) establishment of 50 new and upgraded hydrometric stations to supplement and strengthen the existing hydrometric network; (2.2) establishment of a data bank at the Irrigation Department (ID); (2.3) improving the analytical capability of the ID; (2.4) establishing procedures and providing tools and training for real-time analysis of flood situations for some major reservoirs; and (2.5) establishment of a core groundwater monitoring system.
The purpose of the assignment was to elaborate the implementation strategy for Component 2 - Improvement of the Hydro-Meteorological Information System (HMIS).
- Review and discussion of different implementation strategies, based on extensive stakeholder consultations and a field visit to selected sites;
- Based on the agreed implementation strategy, review of the packaging and phasing of tasks and revision/completion of the draft TORs and Technical Specifications;
- Concrete guidance on the performance specifications and technical evaluation criteria to be used in proposal evaluation;
- Review of the scope and relevance of the activities to be implemented under sub-component 2.5, including an assessment of the organisational capacities of the implementing agency;
- Assessment of the requirements to ensure compatibility and complementarity of the proposed HMIS with the meteorological information network installed at the Department of Meteorology.
TOR for a detailed conceptual design which describes the functional requirements (including telemetry requirements), the institutional framework and workflows of the planned HMIS were prepared as an outcome of the assignment.
