Assistance to the detailed formulation of the Joint Water and Sanitation Sector Programme Support (JWSSPS) 2008 - 2012.
Uganda's Directorate for Water Development (DWD) is leading a process to develop a Joint Water Supply and Sanitation Programme Support (JWSSPS) for 2008 - 2012 that combines the assistance from a number of donors and is fully aligned to the Ugandan national sector framework.
The objective of the consultancy assignment was to support DWD in the development of a programme document for this joint programme ready for joint appraisal by the Government of Uganda and the sector development partners.
The outputs for the assignment are:
1. Assessment of the national sector framework and the status of implementation of sector reforms
2. Development of detailed component descriptions based on extensive stakeholder consultations
3. Formulation of the draft final programme document.
hydrophil led the preparation of the sub-sector programmes for small towns and rural growth centres and worked on the elaboration of the overall programme concept as part of a multinational team. In the national sector framework assessment hydrophil's contributions related to small towns and rural growth centres, operation and maintenance issues, the role of the private sector and water resources management.
