Revision of sector performance measurement framework (Undertaking No. 4 decided at the Joint Sector Review 2006)

The assignment related to Undertaking No. 4 formulated at Uganda's annual Joint Sector Review 2006 which seeks to Revise sector performance measurement framework, the criteria and the way it defines, establishes, validates and harmonizes information regarding access to and use of safe water and sanitation in Uganda.

The overall objective was to develop and put in place a well-defined and validated model for estimating access to improved water and sanitation to be incorporated in the sector performance measurement framework.

hydrophil's services included:

  • Review of current methods, existing data sources / data sets, data collection methods and institutional responsibilities in Uganda;
  • Review of international definitions and best practices for estimating access to improved water and sanitation facilities;
  • District/town level field studies as well as comprehensive stakeholder consultations;
  • Design and development of improved models for calculating access to/use of improved water and sanitation facilities and related indicators (functionality, equity, hand washing);
  • Validation and comparison of the results of the revised models through test calculations;
  • Proposal for a viable system for data updating, validation and storage according to institutional capacities;
  • Assessment of institutional, technical and financial implications of the revised models.
