Development of a strategy for water sector interventions within the framework of a sustainable rural development programme
The aim of this consultancy was to conceive a strategy for water sector interventions.
Therefore a study was conducted which consisted in
-
the development of a diagnostic review of the water sector context and relevant aspects of the decentralisation policy in Burkina Faso
- the preparation of a detailed intervention strategy in consultation with all concerned stakeholders, including the organisation of a participatory planning workshop
- the elaboration of a proposal regarding institutional, organisational and financial requirements
- a review of current procedures and approaches for water sector relevant interventions through local community development funds.
The final study provides an analysis of the strengths, weaknesses, opportunities and threats of the water sector in the region of Boucle de Mouhoun in Burkina Faso. It shows that the priorities of the region in the water sector are sanitation, institutional frame and infrastructure for the provision of drinking water, integrated water management and irrigation.
Based on the outputs, the study provides a strategy and base line of a road map of the Austrian Development Cooperation's interventions in the water sector in Burkina Faso. The study constitutes a basis of information for the Austrian Development Agency's decision making for its further cooperation programme with Burkina Faso in general, and with the Ministry of Agriculture, Hydraulics and Fisheries in particular.
