Needs Assessment for and Conceptual Design of the Nile Basin Decision Support System
The Nile Basin Decision Support System (DSS) is one of the four components of the Water Resources Planning and Management (WRPM) project under the Shared Vision Program (SVP) of the Nile Basin Initiative (NBI), a partnership of the ten Nile Basin countries Burundi, Democratic Republic of Congo, Egypt, Eritrea, Ethiopia, Kenya, Rwanda, Sudan, Tanzania, and Uganda.
Objective:
The objective of this consultancy was to identify, through an analysis of the Nile Basin context and a series of stakeholder consultations in all riparian countries, the functionality requirements for a Nile Basin DSS, to develop its technical design tailored to the needs of the Nile Basin and finally to prepare Terms of Reference ready for implementation.
The project consortium led by hydrophil delivered the following services:
- Situation assessment (i.e. potential DSS user's needs; availability and quality of relevant data) in the basin based on national and sub-regional stakeholder consultations in all riparian countries
- Implementation of sub-regional and national training and awareness workshops on IWRM & Decision Support Systems Application
- Development of the Nile-Information System ("Nile IS"), a web-based knowledge and information management system tailored to NBI's specific basin-wide communication and information management needs
- Comprehensive assessment of specific needs and DSS requirements as well as associated human capacity issues in a second round of national and sub-regional stakeholder consultations in all riparian countries
- Preparation of DSS design specifications of the river basin planning model incl. a suite of analytic tools to support multi-objective analysis of investment alternatives
- Development of a detailed DSS development plan, including training and procurement plans
