Identification Study and Feasibility Assessment of Options to Establish a Water and Sanitation Development Facility (WSDF) in Uganda

In the past development partner's support for small town and rural growth centres investments in Uganda was channelled through various mostly area-based projects, with the Directorate of Water Development (DWD) playing a key role in implementation. This is still the case today for the majority of investments. In the context of sector reform and the sector-wide approach it is desirable to replace these segmented project approaches with a coherent funding programme and implementation framework, and to aim at a separation of regulatory and implementation responsibilities. The need for a harmonised funding instrument for investments in small towns and rural growth centres had been identified before by several reform studies and sub-sector programmes.

The objective of the study is to identify available options, based on an evaluation of existing experiences; assess the feasibility of a National Water and Sanitation Development Facility/Fund in Uganda considering various funding options, including an autonomous Fund and a holding account concept; provide recommendations on its legal status and institutional setup; and define the next steps to be taken towards legal establishment.
