Water Supply and Sanitation Fund
The concept of a water
fund as a demand-driven facility for subsidised investments in the water supply
and sanitation sector has proven to be a successful model in Europe and North-America
since the 1940th. The project applies a similar model in the context of the Rwandan
water sector with the objective to create ownership, introduce transparent sub-project
evaluation procedures, and to create a sustainable funding mechanism involving
an operation and maintenance account to remain operational after project closure.
In order to support local government commissions who have become responsible for
provision of water supply and sanitation services under Rwanda's strategy of decentralised
governance, the project aims to support technical, logistical and managerial capacities
in order to ensure proper project design, evaluation and supervision. hydrophil
is involved in all steps of the project cycle including project design, monitoring
and backstopping in a pilot project in the Province of Gikongoro. <
