Project objectives

The objective of this assignment was (i) to improve the institutional framework, (ii) to develop capacities for the implementation of water and sanitation infrastructure in small towns and rural growth centres as well as (iii) to enhance the framework for operation and maintenance (O&M) safeguarding investments and ensureing subatinability of service provision.

Project description

The Ministry of Water & Environment (MWE) together with its development partners was implementing the Joint Water and Environment Sector Support Programme (JWESSP, 2013-2018). Technical Assistance was provided for the Directorate for Water Development.

Project data

The MWE had received grant financing from development partners to implement the JWESSP and used part of it for Technical Assistance - a combination of long-term advisors and complemetary short-term inputs.

Project specifics

Strengthen four regional Water and Sanitation Development Facilities (WSDFs) and six regional Umbrella Organisations (UO). 

Services

(i) Organisational capacity development in 4 WSDFs and 6 UO; (ii) institutional capacity development, consolidation and further development; (iii) identification of funding options including the development of a revolving fund for existig piped water supply schemes; (iv) strengthen planning, monitoring and reporting capacity of the MWE Urban Department; (v) development of web-based Utility Performance Monitoring and Information System (UMIS)
