Project objectives
The overall objective of the assignment was to prepare a Feasibility Study for the EBRD and Astana Su Arnasy (ASA), which EBRD can use to appraise the project and take a decision on prospective financing of a Priority Investment Programme to be implemented over the next 3 years.

Project description
The State Communal Enterprise Astana Su Arnasy, supported by the Akimat of Astana, approached the EBRD with a request to finance priority investments.

Project data
Water consumption approx. 71 Mio. m3 (2015); total inflow at WWTP approximately 70 Mio m3 (2015); water sources: 2 pump stations (210,000 m3/d and 300,000 m3/d) boosting raw water from Vyacheslavka open reservoir to Astana (52km); central water treatment plant (305 000 m3/d); water distribution network 1,212 km long; 708 km long, separate wastewater collection system; mechanical and biological wastewater treatment with teriary treatment sand filtration/UV disinfection: 136,000 m3/d; landfilling of thickened, dewatered, unstabilised sludge.

Project specifics
Particular attention was to be given to the existing wastewater treatment plant and the increasing amounts of wastewater sludge produced.

2. Technical assessment of the existing water supply and wastewater facilities and future investment needs; 
3. Preparation of long-term investment strategy for the water supply and wastewater infrastructure of ASA. 
4. Preparation of a phased PIP. 
5. Environmental and social assessment including E&S Audit, E&S Assessment, E&S Action Plan, Stakeholder Engagement Plan and Non Technical Summary.
