    Sibenik wastewater investment programme - project implementation support

    Project objectives
    The aim of the project is to ensure Vodovod i Odvodnja (ViO) has access international practice the prep. of the technical requirements, assistance in procurement process, contract admin., disbursement.
    (i)    Extension of sewage network to residential and tourist areas (33,5 km); connected to the main collector for treatment in the wastewater treatment plant (39,000 PE of wastewater); 
    (ii)    Improve the financial and operational performance of Vodovod i Odvodnja and its environmental and social management systems and practices; 
    (iii)    Create contractual relationship between the City and ViO. 

    Project description
    City of Sibenik is a major tourist destination in Croatia. Sibenik is also an industrial centre and has one of the largest ports on the Croatian coast. Significant infrastructure investments are necessary for the sustainable long-term development of the City, a priority investment is to extend and improve the sewage network in the east and south-east parts of Sibenik.

    Project data
    City of Sibenik and ViO: approx. 52,000 citizens; ViO was established in 1995 and supplies 8 municipalities; 1,200 kilometres of WS network; WWTP with primary treatment, capacity of 100,000 PE, 35,000 PE connected in 2013; WW network of 60 km, discharge pipe into the open sea. The project: 30.349 m gravitation sewage collector of Ø 250-1,200 mm; 11 pump stations; 6,855 m sewage pressure pipeline of Ø 400-450 mm; 210m dumping channel of Ø 400 mm; household connectors up to private plots. EUR 10.0 million EBRD financing.

    Services
    (i)    Support in establishing a PIU: staffing, project procedures system, financial and project management systems. 
    (ii)    Monitoring of the Project Implementation Plan: detailed project programming, cost budget and cash flow forecast, procurement plan, project risk mngt., environmental and social action plan. 
    (iii)    Support in preparation of Technical Requirements: validation of the cost estimates, check compliance of design and technical specifications with requirements of Croatian law and international standards, provisions of the PP&R. 
    (iv)    Procurement support and support monitoring of procurement process: procurement strategy, procurement documentation, procurement process, evaluation process, contract finalization. 
    (v)    Support in ensuring compliance with Finance Documents and other agreements: Advise on the actions required to discharge the Conditions Precedents, disbursement requests; reporting in accordance with the Finance Document; Environmental and Social Matters; Annual Environmental and Social Report. 
    (vi)    Administration of the contracts. 
    (vii)    Supervision of the works contracts and administration of the supply and install contracts
